Home Energy Bill Hearing on Tuesday – Please Weigh In!

I’m headed back to Anchorage next weekend, and I am eager to hear from you in person.

Right now the Legislature is debating jobs, energy, education and other proposal that directly touch our lives.  Your opinion matters to me, and I spend a few hours every day calling folks in the district to hear what’s on their minds. 

During a week when many legislators have left Juneau, my office has been humming with constituent services and work on jobs and energy bills.

I want to share a success story with you:  A constituent emailed me recently to report a street light had been out for months, and was causing a safety problem.  With a few calls, my office was able to alert Chugach Electric, and they sent a work crew out to fix it immediately.  This was a quick fix, and illustrates how we can improve our neighborhood by sharing concerns and working together on solutions.

I’m here for you, and am committed to helping our families and neighborhoods grow safely into prosperity.

Along with five other lawmakers, I have introduced a bill (HB 278) to allow more Alaskan families to participate in the state’s home energy efficiency rebate program.

My bill would give homeowners more opportunity to reduce their energy bills and make their home more comfortable by doing weatherization work.  The bill will also keep home energy upgrade work flowing to local contractors and lumber yards.

While the current state home energy efficiency program is very good, it leaves some families in the cold.  Right now, homeowners spend their own funds to pay for energy efficiency work.  Then, after all the paperwork is done, the State will reimburse up to $10,000, as certified by the final energy rating for payment. 

I want to help those homeowners who earn too much to qualify for free weatherization and don’t have cash to pay for energy efficiency work up front.

Here’s how my bill works:

·         HB 278 would simply allow the homeowner to get a voucher which says the state is good for up to $10,000, as certified by the final energy rating. 

·         The homeowner can use that voucher with interested contractors or lumber yards to get energy efficiency supplies and work done without needing cash in hand.

·         HB 278 is a simple authorization for the voucher concept.  Once it passes, Alaska Housing and Finance Corporation will make regulations to ensure the program works smoothly for those involved in voucher-based energy efficiency upgrades.  This is the same role that Alaska Housing and Finance Corporation has played with the existing energy rebate program.   

·         HB 278 does not change the amount of energy efficiency payments or the state’s level of participation in the home energy efficiency program.  The state is only taking applications for the program commiserate with funds available for payments.
